Second day of MSPO 2025. The XXXIII International Defence Industry Exhibition has become the government's decision-making centre
3 September - the second day of MSPO 2025 - is when Prime Minister Donald Tusk held a press conference, where he emphasised that Poland is becoming a leader in technical and technological thought, particularly in advanced systems. – Everyone who visited the Kielce expo knows how great the potential of Polish companies is here to increase security and our defence capabilities. – said the Prime Minister.
Army maintenance expenditure will increase to PLN 200 billion next year
During the "Army and industry – cooperation for building defense capabilities" conference , the Secretary of State at the Ministry of National Defense, Paweł Bejda announced that the geopolitical situation forces an increase in current expenditure on maintaining the army from 4.7% of GDP, i.e. approximately PLN 180 billion this year, to approximately PLN 200 billion in 2026.
The Minister emphasised the need to ensure the implementation of contracts in a way that guarantees the payment of taxes in Poland and the employment of local workers. He reminded us that the proper negotiation of foreign contracts is not without significance, as the purchase cost is usually one-third of the equipment price, to which two-thirds of the price for its operation should be added.
Inter-ministerial cooperation
Andrzej Domański, Minister of Finance and Economy spoke with representatives of many companies, including WB Group, ICEYE, Demarko, Concept, and companies belonging to the Polish Armaments Group.
- We want Polish companies to make the most significant possible contribution to the modernization of the Polish army. The arms industry must be the driving force of the Polish economy. We focus on safety and the latest technologies - said Minister Domański. The Minister also visited the expo stand of the Ministry of Development and Technology, which he supervises.
MSPO is also the showcase for the Ministry of Development and Technology, which is presenting a broad support package for defence sector companies interested in expanding into international markets. PGZ and PKO BP sign an agreement to finance the arms sector
During the 33rd International Defence Industry Exhibition held at Targi Kielce, the Polish Armaments Group concluded numerous contracts. The agreement with PKO Bank Polski, one of the key ones, is intended to strengthen the financial liquidity and investment development of PGZ. The agreement provides for the possibility of opening credit lines of up to PLN 12 billion. Minister of State Assets Wojciech Balczun was present at the signing of the contract
PKO BP President Szymon Midera described the cooperation with PGZ as groundbreaking. As he explained, the goal is to provide the group with liquidity through the so-called cash pool, support investments in production capacity, and handle export contracts. The investment limit at PKO BP will increase from approximately PLN 2 billion to PLN 12 billion.
President of PGZ Adam Leszkiewicz announced that the group is now implementing contracts worth approximately PLN 130 billion, and this year it expects revenues of around PLN 20 billion. He noted that cooperation with PKO BP and Tuesday's agreement with BGK will enable the creation of a new financing model supporting the development and security of the state.
Improving the quality of teaching for military university students. The Military University of Land Forces (AWL) and Hanwha Group have signed a cooperation agreement
The cooperation agreement signed by AWL and Hanwha concerns the provision of technology to the university that utilises advanced educational opportunities. 2,532 students and 360 academic staff from the Military University of Land Forces will participate in the project.
The main objectives of the 2025 Hanwha Global Challenger project are to modernise the infrastructure of lecture halls (equipping them with, among others, high-resolution cameras, computers and control systems, as well as digital boards and intelligent displays), to transfer advanced knowledge through training programs conducted in the Republic of Korea, and to provide scholarship support to university students.

On Thursday, 4 September, the agenda includes a debate on "Strategic defence and deterrence capabilities for Poland", the 3rd Scientific Conference "Science for Defence and Security MSPO 2025", and training for entrepreneurs on the possibilities of cooperation with international organisations.
