National security depends not only on military capabilities but also on the operational continuity of the infrastructure underpinning the military, public administration, the energy sector, transport, emergency services, and the daily lives of citizens.

Cyberattacks, sabotage, system failures, and disinformation campaigns can disrupt the functioning of multiple sectors simultaneously. Connectivity plays a pivotal role in this system; without it, coordinating services, controlling critical systems, and communicating effectively with citizens would be impossible. The discussion will focus on how the state and private operators can jointly strengthen critical infrastructure resilience, develop dual-use solutions, and ensure the continuity of essential services during a crisis.

Connectivity is a cross-cutting prerequisite for the functioning of other critical infrastructure components.
