Security and new technologies for population protection in the spotlight during the Conference of the Main Command of the State Fire Service at IFRE-EXPO 2025

As part of the 5th International Trade Fair of Equipment and Furnishings for the Fire Service and Rescue Services IFRE-EXPO, a conference of the Headquarters of the State Fire Service was held, bringing together experts in population protection, crisis management and representatives of state and local government administration. The meeting, which took place at Targi Kielce, was divided into four substantive panel sessions covering key aspects of citizen security

The conference was opened by Wiesław Leśniakiewicz, Undersecretary of State at the Ministry of Internal Affairs and Administration, Senior Brigadier. Wojciech Kruczek, Chief Commander of the State Fire Service and Brig. Gen. Pilot (res.) Jan Rajchel, President of the Government Agency for Strategic Reserves. The importance of modernizing security systems and cooperating rescue and administrative structures in the face of contemporary threats was emphasized. As Minister Leśniakiewicz emphasised, actions are necessary to ensure that "the place of temporary shelter does not become the place of last refuge". 

Session I: Civil Protection – New Challenges
The first panel, moderated by Senior Brig. Mariusz Lenartowicz, Director of the Civil Protection Bureau of the Main Headquarters of the State Fire Service, focused on the role of public institutions in building social resilience. The discussion was enriched by, among others, Senior Brigadier, PhD, Eng. Dariusz Marczyński (Ministry of Interior and Administration), Senior Brigadier Michał Kamieniecki (KW PSP in Olsztyn) and again Gen. Rajchel, pointing out the need to update response systems in the face of disasters such as the 2024 flood.

Session 2  National Reconstruction Plan and alarm systems
The next session, moderated by Senior Brig. Jacek Bugaj, presented issues related to the development of threat warning infrastructure. Experts from the Ministry of Interior and Administration, the RCB and the Main Headquarters of the State Fire Service discussed, among others, the role of the Regional Security Centres and new technological solutions in crisis communication. The speakers included:  Roman Jaworski, Tomasz Kołodziejczyk and Michał Kłosiński – specialists responsible for the implementation of systems at the national level.

Session 3  Government Agency for Strategic Reserves in the Population Protection System
The third panel of the conference analyzed the new RARS tasks arising from the Civil Defense Act. Andrzej Hawryluk, Deputy President of the Agency, and Jacek Czech, Director of Digital Affairs, discussed the mechanisms of planning, financing and cooperation with PSP. Attention was drawn to the need to simplify contacts with external partners and the use of digital tools.

Session 4  Protective structures – need for updating and verification
The last session, moderated by Senior Brig. Ernest Ziębaczewski, Director of the Threat Prevention Office of the Main Headquarters of the State Fire Service, concerned the criteria for recognizing buildings as protective facilities. The need to re-verify facilities serving as shelters before 1 January 2025 and adapt them to the new requirements was discussed. The debate was attended by representatives of local governments, including: Łukasz Syska, 1st Deputy Mayor of Kielce, Marcin Gołębiewski, 2nd Deputy Mayor of Starachowice for Social, as well as experts from the State Fire Service - Senior Brigadier, MSc. Eng. Rafał SZCZYPTA, Deputy Director of the Threat Prevention Office of the Main Headquarters of the State Fire Service and Senior Brigadier, MSc. Eng. Ariadna KONIUCH - Advisor to the Chief Commander of the State Fire Service.


The conference of the State Fire Service Headquarters during IFRE-EXPO 2025 showed how important it is to combine technology, operational experience and effective institutional cooperation in the area of crisis management. The topics discussed not only reflect current challenges, but also outline an ambitious vision of the future of citizen security in Poland. The conclusions of the debates can form the basis for further legislative and strategic reforms.

The 5th International Fire Protection & Rescue Exhibition KIELCE IFRE-EXPO commences in the Kielce exhibition and congress centre on 12 June. The agreement on cooperation was signed today in Kielce. On behalf of the Chief Commander of the State Fire Services, the deputy Senior Brigadier Doctor Engineer Grzegorz Szyszko and Doctor Andrzej Mochoń, President of the Management Board of Targi Kielce, signed the document.
