Safety is not an order, but stems from cooperation a debate on state resilience within POLSECURE scope
The debate "Strategic reserves and institutional cooperation as the foundation of state resilience – from the central to the local level" brought together representatives of government administration, services, and local governments. The featured guests' list included Robert Klonowski from the Interior and Administration, Rafał Smuszkiewicz from the Government Agency for Strategic Reserves, and Chief Inspector Rafał Kochańczyk from the Police Headquarters and Marek Wójcik from the Association of Polish Cities.
System under construction
As the representative of the Ministry of Interior and Administration pointed out, the last year was a period of intensive implementation of new solutions, from the Civil Protection Act to financing programs. The mobilisation of significant funds allowed the practical construction of the system to begin, although, as emphasised, this was only the stage of laying the foundations. Today, it is crucial to organise processes and develop them consistently.
Government Agency for Strategic Reserves RARS in a new role
An important element of the system is the Government Agency for Strategic Reserves. As Rafał Smuszkiewicz pointed out, the institution is undergoing a clear change – from a warehouse facility to an operational entity. In the course of the discussion, its growing role in crisis operations was highlighted – from protecting the population during floods to providing support in situations requiring quick access to specialised resources.
Cooperation in practice
From the perspective of the services represented by the Chief Inspector Rafał Kochańczyk, efficient cooperation at the local level is crucial as it decides about the effectiveness of actions, especially in the first hours of a crisis. It was emphasised that even the best-designed system requires time to launch, and its success depends on coordination among institutions.
The voice of local governments
The local government perspective was presented by Marek Wójcik, who highlighted the central role of local structures within the security system. He drew attention to the need to invest in staff and move away from short-term planning - in his opinion, the development of competences and building awareness are conditions for the effective functioning of the system in the long term.
Direction that bring is together
The debate during POLSECURE showed that the civil protection system in Poland is already operational, but still requires refinement – especially in the operational and communication areas. The participants agreed that further strengthening of cooperation, better preparation of staff and consistent implementation of adopted solutions are crucial.
