POLSECURE: Four-year modernisation program for the services subordinate to the Ministry of Interior and Administration
The provisions of the new modernisation programmes’ for uniformed services for the years 2022-2025 include the allocation of over PLN 10 billion for the development of the Police, Border Guard, State Fire Service and the State Protection Service.
The conference, which was the platform to announce the plan, was also attended by representatives of services subordinate to Minister Kamiński: Superintendent Jarosław Szymczyk PhD, Police Commander in Chief, Major General SG Tomasz Praga - the commander-in-chief of the Border Guard and the chief brigadier Andrzej Bartkowiak - Chief Commander of the State Fire Services
The largest share of this amount is allocated to the uniformed formation, i.e. the Police, which will receive almost PLN 6.5 billion. The State Fire Service will receive over PLN 1.9 billion in the four-year period. The Border Guard will receive over PLN 1.4 billion, and the State Protection Service will receive almost PLN 214 million.
The first segment of the program is the material part, i.e. new equipment, personal equipment of officers or construction investments; in total, almost PLN 4.4 billion will be allocated to investments and purchases. The second main segment is human capital modernisation - the aim of the program is to strengthen the full-time employment of uniformed services, to strengthen the motivational system of remuneration of officers and to increase the salaries of civilian employees. In total, nearly PLN 5.7 billion will be allocated to this part.
New development prospects for all formations subordinate to the Ministry of Interior and Administration
The new programme funds also include the 250 new police stations openings in small towns all over Poland. Work on establishing a new police school in Lublin are also a part of the scheme. The police forces will have additional 7.5 thousand new job openings.
- 3,600 new positions in the Police to preventive activities; we want permanent foot patrols in the centres of large cities so that contact with a policeman in an emergency is almost immediate - said Minister Mariusz Kamiński.
PLN 185 million from the modernisation program will be allocated to the modernisation and construction of key electronic systems supporting the state border protection, including PLN 125.9 million allocations to the modernisation of the Automated Radar Surveillance System. Under the program, PLN 59.3 million is allocated to the construction of a perimeter system protecting the state border.
- We recognise the Border Guard’s great role in these difficult times. About PLN 1.5 billion is earmarked to this formation, including 750 new jobs dedicated exclusively to strengthening our eastern border - emphasised the head of the Ministry of Interior and Administration.
Funds from the program will also go to the State Fire Service. PLN 800 million will be allocated to the construction of new fire stations and the modernisation of the existing ones. 53 new fire stations will be built across the country, and 67 existing buildings will be modernised. A total of 40 cars equipped with a fire ladder are also to be purchased. PLN 138 million will be allocated for this purpose.
