PLN 102 Billion for Civil Protection and Civil Defence. New Programme Opens Up Opportunities for the Industry

21 October 2026
More than PLN 102 billion will be invested in protective infrastructure, emergency-services equipment, and public preparedness for crisis situations. The government has adopted the Civil Protection and Civil Defence Programme for 2027–2031. The planned investments cover many of the areas showcased at IFRE-EXPO, the International Trade Show of Firefighting and Rescue Equipment, in Kielce.

Adopted on 6 October 2026, the new programme allocates PLN 102.4 billion over five years to developing the civil protection system. Around PLN 30 billion is earmarked for regions and local authorities, which play a key role in preparing local communities for potential threats.

IFRE-EXPO – Technologies and Solutions for Safety

The planned investments highlight the increasingly important role that modern rescue technologies, specialist equipment and systems supporting emergency response will play in the years ahead. These are precisely the solutions at the heart of IFRE-EXPO.

The event brings together manufacturers and suppliers of equipment for fire and rescue services, alongside representatives of institutions responsible for public safety. It provides a platform for showcasing innovative technologies, sharing expertise and discussing the needs of the rescue sector. Against the backdrop of planned spending on civil protection, the importance of such industry gatherings is particularly clear.

Investment in Shelters, Communications and Rescue Equipment

The programme’s priorities include the construction and modernisation of collective protection facilities, the development of threat detection, warning and alert systems, and the provision of secure communications.

Funding will also cover the purchase of specialist rescue and medical equipment, as well as measures to maintain supplies of water, energy and other essential services during emergencies.

Training personnel, educating the public and strengthening community resilience will also be key elements of the programme. The plans envisage cooperation between public administration, local authorities, civil society organisations and businesses.

New Opportunities for Manufacturers and Suppliers

The implementation of this multi-year programme could lead to increased demand for modern emergency response vehicles, firefighting equipment, communications technologies, alert systems and crisis management solutions.

IFRE-EXPO provides a venue for emergency services to explore solutions that meet these needs, while giving manufacturers and suppliers an opportunity to showcase technologies that help keep communities safe.

The adoption of the programme confirms that strengthening emergency response capabilities and ensuring effective civil protection will remain key priorities for public investment in the years ahead.
